ARTICLE I- NAME
Section 1: The name of this organization shall be the Eastern Illinois University Panhellenic Association.
ARTICLE II- OBJECT
Section 1: The object of this Panhellenic Association shall be to develop and maintain sorority life and inter-sorority relations at a high level of accomplishment and in doing so to:
a. Consider the goals and ideals of member groups as continually applicable to campus and personal life.
b. Promote superior scholarship as the foundation to intellectual achievement.
c. Cooperate with member sororities and the University Administration in concern for and maintenance of high social and moral standards.
d. Act in accordance with National Panhellenic Conference UNANIMOUS AGREEMENTS and policies.
e. Act in accordance with all rules established by Panhellenic Council as to not violate the Sovereignty, rights, and privileges of member sororities.
Section 2: In an effort to lessen the disparity between sorority/women’s fraternity ideals and individual behavior and to personalize these ideals in the daily undergraduate experience, the following Basic Expectations of Greek Membership were developed by the National Interfraternity Conference and should be adhered to by all members of all member Panhellenic association groups:
a. I will strive for academic achievement and practice academic integrity.
b. I will respect the dignity of all persons; therefore, I will not physically, psychologically or sexually abuse or haze any human being.
c. I will protect the health and safety of all human beings.
d. I will respect my property and others; therefore, I will neither abuse nor tolerate the abuse of property.
e. I will meet my financial obligations in a timely manner.
f. I will neither use nor support the use of illegal drugs; I will neither abuse nor support the abuse of alcohol.
g. I acknowledge that a clean and attractive environment is essential to both physical and mental health; therefore, I will do all in my power to see that the chapter property is properly cleaned and maintained.
h. I will strive to incorporate in my daily life the ideals expressed in my fraternity/sorority ritual.
i. I will challenge all my fraternity/sorority members to abide by these fraternity/sorority obligations and will confront those who violate them.
j. A Non-Discrimination Clause must be signed by both Chapter Presidents and Recruitment chairs prior to the start of recruitment each year.
ARTICLE III- MEMBERSHIP
Section 1: The REGULAR membership of the Eastern Illinois University Panhellenic Association shall be composed of all chapter members in good standing of National Panhellenic Conference Sororities at Eastern Illinois University.
Section 2: The ASSOCIATE membership of the Eastern Illinois University Panhellenic Association shall be composed of all members in good standing of National Panhellenic Conference colonies or pledged chapters. [Such national sororities at Eastern Illinois University must be approved by the Panhellenic Executive Board and Director of Greek Life.]
ARTICLE IV- OFFICERS
Section 1: The officers of the Eastern Illinois University Panhellenic Association shall consist of President, Vice President Internal, Vice President Recruitment and Retention, Vice President Recruitment and Retention – Elect, Vice President Standards, Vice President Membership Development, Vice President Risk Management, Vice President Public Relations, Vice President Administrative Affairs, and Vice President Community Service. No more than three women from the same chapter may serve on the executive council. Elections shall be held at least four weeks prior to the end of the spring semester.
Section 2: Any officer failing to perform her duties as outlined shall resign and a successor be designated by election or to the discretion of the Executive Board.
Section 3: The officers shall be representatives from sororities holding regular membership in the Eastern Illinois University Panhellenic Association.
ARTICLE V- MEETINGS
Section 1: The Eastern Illinois University Panhellenic Association shall hold REGULAR weekly meetings in the Arcola/Tuscola Room of the University Union at a time to be determined by the Association and the Director of Greek Life.
Section 2: The President of all NPC member sororities of the Panhellenic Council shall attend every other weekly meeting. The President of the Panhellenic Association will announce dates at the beginning of each semester.
Section 3: The President or Assistant Director of Student Life of the Eastern Illinois University Panhellenic Association may call SPECIAL meetings, when necessary. They shall also be called upon the written request of any member sorority at Eastern Illinois University.
Section 4: The Panhellenic Delegate from each member sorority shall be responsible for notifying her chapter members of all regular meetings, special meetings, and roundtables of the Eastern Illinois University Panhellenic Association.
ARTICLE VI- THE PANHELLENIC COUNCIL
Section 1: The administrative body of the Eastern Illinois University Collegiate Panhellenic Association shall be The Eastern Illinois University Panhellenic Council.
Section 2: It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of the Eastern Illinois University Panhellenic Association and to compile rules governing the Panhellenic Association, including but not limited to, membership recruitment and new member education rules, which do not violate the sovereignty rights and privileges of member sororities.
Section 3: MEMBERSHIP. The Eastern Illinois University Panhellenic Council shall be composed of one delegate and one alternate delegate from each National Panhellenic Conference Sorority chapter at Eastern Illinois University and from such National Panhellenic Conference sorority colonies or national sororities at Eastern Illinois University as the Panhellenic Council may approve for membership.
Section 4: SELECTION OF DELEGATES. Delegates shall be selected by their respective sorority chapters to serve for a term of one year. A delegate must have been an initiated member for one full year prior to the beginning of their term as a delegate. Whenever possible, the alternate/assistant delegate of one year shall be the delegate for the succeeding year. Their election shall be determined by their chapter’s official elections.
Section 5: DELEGATE VACANCIES. When a delegate vacancy occurs, it shall be the responsibility of the sorority concerned to select a replacement of, and submit her name, address and telephone number to the Panhellenic V.P. Administrative Affairs by the next Panhellenic meeting. When a meeting of the Panhellenic Council occurs while a delegate vacancy exists, the alternate/assistant delegate of the sorority concerned shall fulfill the duties of the delegate in her absence in all cases except that of the President. The VP of member chapter shall fulfill the duties of the President.
Section 6: OFFICERS. The officers of the Eastern Illinois University Panhellenic Council shall serve as the officers of its Panhellenic Council. These officers shall serve as the Executive Board of the Panhellenic Council and shall have such powers and duties as are prescribed in the Bylaws of the Eastern Illinois University Panhellenic Association.
Section 7: QUORUM. Three-quarters of the member sororities shall constitute a quorum for the transaction of business.
Section 8: VOTING
a. The voting body of the Eastern Illinois University Panhellenic Association shall be its Panhellenic Council.
b. The voting members of the Panhellenic Council shall be the delegates of each sorority holding regular membership. If a delegate is absent, the vote of her sorority shall be cast by its alternate/assistant. If both delegate and alternate/assistant are absent, the vote may be cast by a member of the sorority providing her credentials have been presented in writing to the Council President prior to the meeting.
c. A three-quarter majority of the voting members of Panhellenic Council shall be required to:
1. Elect new Officers.
2. Establish membership recruitment rules and dates.
3. Accept any new official Panhellenic documents.
4. Amend any official Panhellenic documents.
5. Establish Total Chapter Size (ceiling).
d. Panhellenic chapters must maintain a 2.75 new member GPA and a 2.75 overall GPA in order to remain in good standing. Failure to do so will result in loss of voting privileges. If a chapter attains below a 2.75 overall GPA, they will be put on a probationary period, which includes, but not limited to, individual meetings with the Vice President Internal to discuss academics, increased non-alcoholic functions, limited alcoholic functions, etc. until the overall chapter GPA has been raised to above a 2.75.
e. A majority vote shall be required to carry all of the above business and any other business pertaining to the Council and its member sororities.
Section 9: ATTENDANCE. Panhellenic officers, chairs and delegates will be allotted one unexcused absence from activities/events/meetings during their term in office. If any individual shall exceed this allotted limit, they shall be removed from office immediately.
Section 10: CHAPTER OFFICERS: Panhellenic Council strongly encourages chapter members to hold a 2.5 cumulative GPA to be a member of their chapters’ executive board.
ARTICLE VII- PANHELLENIC ADVISOR
Section 1: The Director of Greek Life shall serve as the Panhellenic Advisor. In the absence of the Director of Greek Life, the university administration shall appoint an advisor.
Section 2: The Panhellenic Advisor shall serve in an advisory capacity to the Eastern Illinois University Panhellenic Association and its Council.
ARTICLE VIII- STANDING COMMITTEES
Section 1: Such standing committees, special officers and committee chairs as may be necessary to carry out the work on the Eastern Illinois University Panhellenic Council shall be appointed by its Executive Board to serve during the entire term in office of the Board which appoints them.
ARTICLE IX- AGREEMENTS, RULES, POLICIES
Section 1: All members of the Eastern Illinois University Panhellenic Association shall act in accordance with rules established by National Panhellenic Conference in the UNANIMOUS AGREEMENTS, the University Hazing Statement, the IFC/ PHC Alcohol Policy, “Guidelines for Fraternity/Sorority Use of Alcohol,” the Panhellenic Recruitment Rules; Greek Review Board Rules of Operation and Eastern Illinois University Student Conduct Code.
Section 2: All Eastern Illinois University Panhellenic Association rules and policies shall be in harmony with those currently established by National Panhellenic Conference.
ARTICLE X- VIOLATIONS
Section 1: Violation of any regulations of this Constitution and/or its related Bylaws, membership recruitment rules, the National Panhellenic Conference, UNANIMOUS AGREEMENTS, or any other rules/policies as stated in Article 9 of this document shall be the occasion for penalties established by the Eastern Illinois Panhellenic Council Executive Board, and the Director of Greek Life, or the Eastern Illinois University Greek Review Board.
Section 2: Any dispute growing out of the violation of Panhellenic Association rules and regulations shall be adjusted through arbitration principles of the National Panhellenic Conference.
Section 3: If violations occur at co-sponsored social events, both the fraternity and sorority involved will be held accountable and share responsibility for any breech in any of the agreements, rules, or policies set forth by the Interfraternity or Panhellenic Councils
ARTICLE XI- AMENDMENTS
Section 1: This constitution may be amended by a three-quarters majority vote of the voting members of the Eastern Illinois University Panhellenic Council provided notice of the proposed amendment has been given in writing at the preceding regular meeting.
